International Order questions

My accountant isn't being very helpful. I have a few stores outside of the US that wants to carry some of our products. I'm getting very funny emails... a few of the people emailing me don't speak english, so it's making it very hard to communicate.

I don't know what to do, inside the US I collect resale numbers, what happens for outside orders?

"With international invoice and tax number / vat?" He asked me for this too.
