    Got it figured out—the wooden shoes which engage with the spinning pulley and cause the press to be driven can be adjusted to a desired maximum speed by raising or lowering set screws.  once the ideal speed is set and locked in, the lever either engages the press to drive at that speed or completely disengages the press until it slows to a stop.  If anyone has any questions, I can talk you through the adjustment.
