Do you have any connections to a university? Some schools provide credit for internships, and they may have a way to cover you for any accidental happenings if you’re up to OSHA code.

All I’ve found so far are large cans of offset glow-in-the-dark that’s just too expensive for this little shop.

To me it looks like it could be too much ink, too little pressure or packing, and naturally bumpy stock. Maybe try taking about a third of the ink off the disk, adding a sheet of soft packing, and see if that helps?
